Informe 27 Sesion de la CIE.
En Sun City, Sudáfrica, se ha celebrado, del 10 al 15 de julio de 2010, la 27 Sesión Cuatrienal de la CIE. Manteniendo el formato habitual, incluyó la Asamblea General, las reuniones de las siete Divisiones de la CIE y el Congreso, en el que se presentaron numerosos trabajos científicos y técnicos, además de varios talleres temáticos de trabajo.
En representación del CEI asistieron el Presidente, Fernando Ibáñez y el Vicepresidente para las relaciones internacionales, Antonio Corrons.
La Asamblea General se celebro el 10 de julio con la falta de representación de los comités de varios países, que excusaron su asistencia por motivos administrativos.
El Presidente de la CIE, Franz Henghsberger, informó de las actividades más relevantes de los últimos cuatro años:
- Ha habido reestructuración y cambio de personas en la Secretaría General. Actualmente Martina Paul es la Secretaria General.
- Se ha llegado a importantes acuerdos con ISO y con IEC para mejorar las relaciones entre instituciones. ISO seguirá adoptando las recomendaciones técnicas de la CIE como normas ISO.
- El nuevo tesorero, J. Schleritzko ha mejorado los procedimientos administrativos de la CIE, ajustándolos a las normativas austriacas e internacionales vigentes.
- Se ha mejorado la página web de la CIE, y se han incorporado las direcciones electrónicas de las Divisiones.
- Se sustituye la versión impresa de CIE News por otra electrónica.
- Se crea un Lighting Network, que incluye el reciente Global Lighting Forum (GLF) para mejorar la cooperación entre ambas instituciones.
Se aprueba la última versión del nuevo Vocabulario Internacional de Iluminación (ILV) y se promete que estará publicado a finales de Agosto. Su conservación en formato electrónico permitirá posibles modificaciones futuras sin necesidad de esperar otros 27 años para su puesta al día.
Toma posesión de su cargo (2011-2015) la nueva presidenta de la CIE, Prof. Ann Webb, hasta ahora Directora de la División 6 “Fotobiología y Fotoquímica”.
Se da noticia de la creación del Lighting Quality network and Energy Efficiency, en el que participan, además de la CIE, GLF, IAD, ISO, IEC, IDA, y JAU, con objeto de trabajar conjuntamente, pues son ya varias las asociaciones internacionales de iluminación importantes. Se coordinaran los trabajos de la CIE, más científicos y técnicos en general, con los de otras asociaciones cuyos fines son más aplicados o comerciales.
En el informe del Tesorero se destaca la reducción de remanente como consecuencia de las perdidas ocasionadas en la organización de algunos simposios y cursillos.
Se aprueba la elección de París como sede del próximo Midterm Meeting, en 2013, coincidiendo con el Centenario de la CIE.
La 28th Session de la CIE se llevará cabo en Manchester (UK) en 2015.
El Vicepresidente Técnico saliente, Dr. Schanda, recuerda que la misión histórica de la CIE es científica y su producto más importante la publicación de recomendaciones técnicas, relativas a todos los ámbitos y materias relacionadas con la luz y la iluminación. Advierte del peligro de la proliferación de información técnica sin supervisión autorizada. El que durante varias décadas hizo un excelente trabajo al frente de la Secretaria de la CIE recibió un largo, cariñoso y emocionado aplauso.
Se pide que se traduzca el ILV al mayor número de idiomas posible.
Después de los informes de los Vicepresidentes y de la Secretaria General, el presidente Franz Henghsberguer se despide agradeciendo el apoyo recibido y deseándole suerte y muchos éxitos a su sucesora.
Durante los días 11-15 se celebró el Congreso, con la presentación de conferencias, ponencias orales y posters. Fueron organizadas en sesiones correspondientes temáticamente con las divisiones de la CIE.

Aunque la temática de los trabajos presentados fue muy variada se sigue observando una importante presencia de los LEDs y sus aplicaciones.
La delegación española estuvo formada por diez personas, lo que contribuyó a que el viaje y la estancia en Sun City tuviera, además del interés profesional, una agradable y simpática componente lúdica, a lo que contribuyó la excelente organización proporcionada por el CEI.

Sun City, South Africa
Sun City is a luxury casino and resort, situated in the North West Province of South Africa. It is located about two hours' drive from Johannesburg, near the city of Rustenburg. The complex borders the Pilanesberg National Park.
Sun City was developed by the hotel magnate Sol Kerzner as part of his Sun International group of properties. It was officially opened on 7 December 1979; at the time it was located in the bantustan of Bophuthatswana.
As Bophuthatswana had been declared an independent state by South Africa's apartheid government (although unrecognized as such by any other country), it was allowed under the South African law at the time to provide entertainment such as gambling and topless revue shows, which were banned in South Africa. These factors, as well as its relatively close location to the large metropolitan areas of Pretoria and Johannesburg, ensured that Sun City soon became (and stayed) a popular holiday and weekend destination. Many famous musicians such as Queen, Elton John, Linda Ronstadt, Julio Iglesias, The O'Jays, Ray Charles, Boney M., Black Sabbath, Rod Stewart, Tina Turner, Dionne Warwick, Sarah Brightman, Laura Branigan and Thomas Anders (of Modern Talking fame) also performed at the 'Sun City Super Bowl', a large auditorium which seats 6,230. Sun City also became the site of several important Heavyweight boxing matches during the late 1970s and early 1980s. One such boxer was Gerrie Coetzee, who later (1981)became heavyweight world champion.
FORMAT OF THE SESSION
The 27th Session of the CIE will be held in Sun City, South Africa, from 10 to 15 July 2011.
According to the proposed time table (see below) the Session will be divided into two parts:
- The conference part from 11 to 15 July 2011 (morning) with invited papers, presented papers, presented posters, posters at the stand and workshops.
- The technical meetings of the Divisions from 11 to 15 July 2011 (afternoon).
The Session will begin on 10 July and will end on 15 July. The conference part has provision for four invited papers, 74 presented papers and posters as well as a number of posters presented at the stand and up to six workshops. For the posters presented at the stand ample room will be available.
The conference part has provision for three invited papers, 72 presented papers as well as a number of posters presented at the stand and up to six workshops. The presented papers and the workshops will be given in three parallel sessions. For the posters presented at the stand ample room will be available.
CALL FOR PAPERS
Prospective contributors are invited to submit papers dealing with new results in the field of light and lighting. The subjects of the papers should be relevant to the work and the terms of reference of the seven CIE Divisions and their Technical Committees. (For detailed information on domains of interest, the CIE website should be consulted.) Contributions published before will not be accepted. Papers dealing with questions of direct concern to the work of the Divisions will get priority.
PROCEDURE FOR SUBMISSION OF PAPERS
Contributions can be only submitted electronically.

The extended abstract should be submitted in English with a minimum of 500 and a maximum of 1000 words. It should be sufficiently specific and informative and should make clear the novelty the author wishes to describe, referring to results and practical applications. Based on this information the Board of Administration will make decision on the acceptance of the paper and on whether it will be given orally in a paper session, or as a poster presented at the stand.
The submissions must arrive at the Central Bureau via the Online Abstract Submission System of the Session Website by:
15 September 2010
Authors will be informed on the decision of the Board of Administration by 30 November 2010.
The authors selected (or one of their co-authors) have to register for the conference to present their paper. After the acceptance of their papers authors will be provided with information indicating format and deadlines of the written contributions for inclusion in the Proceedings.
